This policy is being created to establish a consistent framework for the leasing of real property by the University in a manner that complies with governing laws, regulations, and policies, while supporting the University’s mission, promoting the efficient and responsible use of University and state resources, safeguarding the public interest, and protecting the present and future use of University property.
Some of the key provisions of this policy include:
During the 2026 legislative session, House Bill 2560 was adopted, which authorized state universities to adopt policies, subject to the Kansas Board of Regents’ (KBOR) approval, under which a university may independently lease real property. In response to HB 2560, Wichita State University prepared and submitted this property lease policy to KBOR for approval. KBOR approved this policy on September 16, 2026. This policy adheres to KBOR’s established guidelines for policy consideration as authorized by House Bill 2560 and will provide the University with the independent authority to enter leases and ensure that leasing transactions are appropriately evaluated, documented, and approved; comply with applicable laws, regulations, and KBOR requirements; reflect prudent business and risk-management practices; and provide the University the ability to efficiently address its operational, academic, research, economic development, and strategic needs.
As permitted in the policy draft approved by KBOR on September 16, 2026, minor edits have been made to this policy to address necessary formatting, grammatical, link, and citation updates.
